The plaintiffs claim that the NCAA failed to establish adequate systemwide rules regarding concussions, and let these decisions fall to local schools or teams.

A spokesperson says that the agency has recently addressed the issue of head injuries through a combination of updated playing rules, equipment requirements and medical practices.
